Kevin’s connections and 30 years’ experience are the foundations of Adaptus. He brings deep knowledge of the operational delivery of criminal justice services and policy development and implementation.
Kevin has a track record of “big-picture” policy thinking and has worked with Government ministers and Parliamentary Select Committees looking for policy advice and guidance. He has published proposals for radical reform of management in the prison estate and in delivery of community services.
His repertoire covers a wide range of areas including operational management, commission of volume and specialist services, service and business development and change management. He is passionate about making a difference, by developing and delivering effective services that build social capital and provide opportunities, but determined not to be bound by convention.

Dean’s expertise spans a wide array of areas crucial to Adaptus’ mission. As the Bid Director for a successful DWP CAEHRS framework provider, he not only secured a place on all six regional frameworks but also spearheaded the bid to secure £210 million in Restart Scheme funding. His leadership didn’t stop at the bidding stage; Dean also ensured the seamless implementation of the service, standing it up on time and within budget.
In addition to these remarkable achievements, Dean brings over 20 years of hands-on experience operating in the Criminal Justice System, employability, health sectors, and associated fields. His knowledge extends to pre-employment and supported employment service design, crucial for facilitating transitions into the workforce. Furthermore, Dean’s involvement in community mental health and wellbeing services underscores his commitment to holistic support.
Dean’s expertise also includes offender healthcare services, demonstrating his comprehensive understanding of the complex needs of this population. His background in managing prison resettlement services and business development across organisations of varying sizes underscores his adaptability and proficiency in navigating diverse challenges.
In sum, Dean’s multifaceted skill set, and proven track record make him an invaluable asset to Adaptus, poised to drive innovation and success within the organisation while ensuring comprehensive support for their clients.

Emma is an experienced consultant with expertise in transformation, change management and bidding. She is a qualified Prince 2 project manager with a postgraduate in Management and Leadership.
Emma brings over 20 years’ operational and senior management experience in Prisons, Probation and NOMS as well as the voluntary sector to Adaptus. She is equally adept in service development, project management, business development, operational management, business reviews and change proposals and, researching and reviewing programmes.

Sam is an experienced bid writer, specialising in government tendering, spanning the justice, employability, and skills sectors. Her track record includes:
- DWP CAEHRS framework (helping our client to be one of only five successful bidders out of 28 to achieve a place on all 6 regional frameworks),
- a winning DWP Restart tender, multiple private prison tenders,
- MoJ Community Rehabilitation Service tenders (winning 9 of 14 tenders within the Personal Wellbeing lot),
- successful Skill Bootcamp tenders, multiply bids, apprenticeship frameworks/call offs,
- winning domiciliary Care and Substance Misuse contracts within the healthcare sector.
She is as skilled at working within a team on complex and large value bids as she is at self-managing smaller, quick turnaround opportunities.

Jon has 10 years’ experience across numerous roles; copywriting, proofreading, editing, bid writing, creating bid graphics, bid management and project management.
In this time, Jon has developed an adaptability which allows him to gauge a situation and pick up subject areas and skills at speed. This includes a formidable writing style, backed by strong research skills and a keen editing sense.
In his time working with Adaptus, he has:
- Written for a successful DWP Restart tender and DWP CAEHRS framework bid.
- Bid managed simultaneous tenders across varied industries, ensuring the efforts of multiple bid writers hit the mark across multiple bids.
- Supported mobilisation on 16 Women-specific community rehabilitation contracts.

Clair is an experienced bid writer and solution design expert, with over 30 years’ experience in the Justice sector. She has worked in a wide range of senior operational delivery, strategic, policy and business development roles in prisons, MoJ and Private Office. Clair’s particular strengths are in service mobilisation and transition, operational delivery, prison health, substance misuse services, and prison regimes.

James is a consultant operating within Employability, Justice and Social Care markets with over 14 years’ experience in operations management, service design, business transformation, project management, new contract implementation and business development.
He is an experienced Project and Operations Manager with significant experience of managing the development of business target operating models and performance improvement initiatives. James is a qualified PRINCE 2 and MoR foundation risk management practitioner.

Sean has over 25 years’ experience working with offenders in the public and private sectors, including director level leadership in areas including education and employment, community payback, accredited programmes, volunteers, drug and alcohol treatment, approved premises, and psychology services, as well as offender management, public protection and partnerships in Leicester. He has also chaired local multi-agency boards.

Kelly is an experienced business transformation and service design expert, with specialist expertise in criminal justice, gender specific services, welfare services, public services and stakeholder engagement.
She has held senior management roles and has a track record of delivering high performing contracts and successfully managing teams. Kelly has delivered a range of women’s services across London and has delivered employment related services to vulnerable client groups in the private, public and voluntary sector.

David works with companies to develop bid submissions and deliver contract mobilisations and change programmes. His real expertise is in understanding the requirements of the bid and then working with subject matter experts to develop each element of the submission.
Experienced in designing and managing multiple change programmes and projects across different sectors, David takes a hands on approach and has the benefit of working in multiple sectors, using various project management methodologies and systems. His background is in change management and business development.
